The short answer

A freelancer is one person with one skill. A content agency is a team that already works together, and for the salary of one hire you get a whole creative team. That changes what you can plan, how consistent the work looks and who answers when something slips.

Content rarely needs only one skill. A single reel needs an idea, a script, someone to film it, someone to cut it, and someone to make the cover and the captions. So the choice is whether you coordinate those people yourself or hire a team that already does.

01

What does one salary buy you in an agency?

A full-time hire costs more than the number on the offer letter. There is the visa and the insurance, the laptop and the software, the weeks spent finding the right person and the cost of replacing them when they leave. At the end of it you still have one person with one set of skills.

The same money spent on an agency is spread across a team. Whoever is free picks up the work, and each job goes to the person who does that job best. A typical content team covers five things:

  • 01Strategy.Someone decides what to say, to whom and where, before anything is made.
  • 02Writing.Scripts, captions and copy in one consistent voice, in English and Arabic when you need both.
  • 03Design.The templates, covers and graphics that make a feed read as one brand.
  • 04Filming and photography. The crew, the cameras and the lighting, so you are not hiring kit by the day.
  • 05Editing and delivery.Cutdowns, formats and exports for each platform, ready to post.
For the salary of one hire, you get a whole creative team.
02

Where do freelancers still make sense?

Freelancers are a good choice for a single, well-defined job: one video, one illustration, one translation, one specialist skill that you need once. They are also a sensible way to test a style or a new platform before you commit to more.

The trouble starts when the work turns into a programme. Content that runs every week needs the same people, the same standards and someone responsible for the whole, and a set of separate freelancers has none of those built in.

03

What do freelancers cost you that is not on the invoice?

The first cost is your own time. If you hire a writer, a designer, a filmmaker and an editor separately, you become the project manager: briefing each one, chasing each one and making their work fit together.

Freelancers are still a fair choice for the right job. When you compare prices, include the coordination, the cover and the consistency as well as the day rate.

What changes when one team does the whole job?

The work is planned together. A single production day can cover a month of posts, because the writer, the filmmaker and the editor already know what each other needs. We wrote about this in shooting twelve months of content in three days.

Approvals also run through one place. One brief, one round of feedback and one invoice replace a thread of messages between five people.

In the UAE there is a compliance side as well. Since 1 February 2026, anyone creating advertising content while in the UAE needs an advertiser permit, and companies are expected to check that the people posting for them hold one. With a group of freelancers you check each person. With an agency you ask one party how it handles permits. Our guide to the UAE advertiser permit explains what the rule requires.

The short version

Use a freelancer for one clear job. Use an agency when you need content to keep coming, to look like one brand and to be someone’s responsibility. For the salary of one hire, you get a whole creative team. You can see what that covers on our marketing and content page.

Agency or freelancer questions: cost, quality and when to switch.

Is a content agency better than a freelancer?

It depends on the job. A freelancer suits one clear task. An agency suits ongoing content, where strategy, writing, design, filming and editing have to line up and someone has to be responsible for the whole.

Is a content agency more expensive than a freelancer?

For one small task a freelancer is usually cheaper. The comparison changes once you need several skills, because an agency covers a team with the money that would otherwise pay one full-time hire. For the salary of one hire, you get a whole creative team.

What does a content creation agency do?

It plans, writes, designs, films, photographs and edits content for a brand, and delivers it in the formats each platform needs. At Steer Media that includes video, photography, social content and branding.

Can I use an agency and freelancers together?

Yes. An agency can run the core programme while you bring in a freelancer for a specialist one-off, such as an illustrator.

Do I still need someone in-house if I hire an agency?

You need one person who owns the brief and approves the work. That person does not have to be a whole creative team, because the agency supplies it.

How do I choose a content agency in Dubai?

Ask to see work like yours, who does what on your account, what is included and how changes and cover are handled. In the UAE, also ask how the agency handles the advertiser permit that people creating advertising content now need.
